To the Sheppard Family, My thoughts and prayers are with you at this time. As a former Secretary of EEOA Jack was always there offering advice and counsel on the many requests for public access to our waterways. He did so with professionalism, great insight and humor! To Jack's family:
I was very sorry to hear of Jack's passing and want to offer my sincere condolences.  I worked with Jack for many years when I was with the Division of Marine Fisheries.  Jack was a great Director of the Public Access program, a pleasure to be around and very knowledgeable and resourceful.

The Welsh extension of your family are so sad for the loss of dearest Jack. He was such a funny kind and generous man- a true gentleman. We have many fond memories of time spent with him. All our thoughts are with you Jeanne, Patty, Eileen, Joe, John, Jen and Tabitha and we are sending all our love to you.

I was saddened to hear the news of Jack's passing today.  I interacted with Jack quite a bit during my 27+ years at the Mass. Fish and Game Dept., from 1988 until 2015, most notably when I (with the able assistance of agency colleagues, especially Elspeth Keller and Dave Gabriel) assisted Jack with the updating and re-issuance of the book Public Access to the Waters of Massachusetts.  Jack had an encyclopedic memory of every site in the state system, and was able to easily help me flesh out the details of each for the book. It was a pleasure to work with him on that project.  Jack also made a point to visit my desk to chat before or after his meetings in the Commissioners' office, and it was always good to see him. A really decent guy.  I will miss him.
